Begin with addressable testing demand

An active permit can establish that a facility must monitor particular parameters at particular locations and frequencies. That is evidence of analytical demand. It is not evidence that the facility is currently buying from an outside laboratory or evaluating alternatives.

Apply four qualification filters

  1. Permit status: use current requirements from a validated source snapshot.
  2. Capability fit: retain only the parameters the laboratory can perform.
  3. Geography: apply a service radius consistent with pickup and turnaround realities.
  4. Evidence quality: prioritize records with clear facility, permit, parameter, frequency, and effective-period linkage.

Review facility context without inventing intent

Industry, ownership, operating status, and multiple outfalls can improve account research. Use these facts to prepare a relevant conversation, not to assert that a facility has compliance problems or is dissatisfied with its current provider.
